GIFC Minutes 2019-01-15

A meeting of Guemes Island Ferry Committee (GIFC) was held at Guemes Library on January 15, 2019 starting at 7:04 pm. Attendees included: Allen Bush, Sandy McKean, Steve Orsini, David Prewitt, Bud Ullman. Guests in attendance included: Barb Ohms and Phyllis Bravinder.

Unfinished business
The 2019 annual GIFC meeting has been re-scheduled for February 10, 2019 at the Hall from 2:00pm to 4:00pm.
Allen confirmed that the ballot service is available, and that the cost is $1.00 per ballot.

New Business
The GIFC will send a list of questions for Skagit County Public Works well before the county's Public Forum meeting scheduled for January 26, 2019. The following potential questions were discussed:
• What is the status of Level of Service (LOS) consultant contract?
• Vessel size.
• What sort of maintenance is planned for the outdrives?
• What tasks are in the Art Anderson contract? (It was noted that Art Anderson is a highly respected marine survey firm.)
• Can there be SKAT bus service on the island? Can the coordination between SKAT bus and the ferry schedules be improved?
• What is the status of adding a new mid-day run (11:45am?) to the schedule.

Motions
The GIFC formally endorsed the current draft of the Needs Based Ticketing proposal.

Action Items
Create a draft list of questions for Skagit County Public Works. (Bud)
Discuss the current draft of the Needs Based Ticketing proposal with Ron Wesen. (Bud)
Discuss with SKAT management the opportunities for better coordination between SKAT bus and Skagit ferry schedules. (Steve)
